CIRCULAR No.769/1998-TT/QP of March 18, 1998 guiding the implemen-tation of the Government's Regulation on Reception of Citizens in the army. The reception of citizens in the army encompasses the reception of citizens who are in active service and other citizens who come to present their complaints, denunciations, reports or petitions about matters related to the interests of the State and collectives, the legitimate rights and interests of citizens; and the provisions of guidance for citizens in exercising their right to lodge complaints and denunciations in accordance with law. This Circular specifies provisions on the arrangement of citizen reception offices; the citizen reception responsibilities and competence of the heads of the army offices and units of all levels; the relationship between the citizen reception offices and the bodies and units competent or responsible for settling complaints, denunciations or petitions of citizens.- (Summary)
